    ASSOCIATION BYLAWS

    ARTICLE I
    FLEET GOVERNING BODY

    Section 1:

    The minimum number of Fleet Officers is two: Fleet Captain, and Fleet Secretary/Treasurer. All Fleet officers shall be Members of the International Association.

    Section 2: Additional Fleet Offices, and their duties and responsibilities shall be solely at the discretion of the Fleet Membership, and shall be explicitly stated in Fleet Bylaws.

    ARTICLE II
    FLEET MEETINGS

    Section 1: Each Fleet shall hold at least one meeting open to all Fleet Members each year.
    Section 2: The results of elections of Fleet Officers shall be filed with the C-28 International Association no later than two weeks after the election.
    Section 3: Simultaneous with the filing of the new Fleet Officer with the Association, each Fleet shall also file a list of paid Members, along with addresses, telephone numbers, hull and sail numbers, and boat name.
    Section 4: Failure to comply with this article shall result in mandatory suspension of that Fleet and its Members.
    ARTICLE III
    DUES
    Section 1: The dues of the Catalina 28 International Association are payable annually and shall be sent directly to the Association Treasurer. These dues shall be:
    a. Regular and Unattached Members
    Within the United States
    $15.00 (includes $8.00 + postage for the Mainsheet)
    Canada and Mexico
    $19.00 (includes $8.00 + postage for the Mainsheet)
    All other locations
    $22.00 (including $8.00 + postage for the Mainsheet)
    b. Associate Members  
    Within the United States
    $18.00 (includes $8.00 + postage for the mainsheet)
    Canada and Mexico
    $22.00 (includes $8.00 + postage for the mainsheet)
    All other locations
    $25.00 (including $8.00 + postage for the mainsheet)
    Section 2: Fleet dues shall be determined by each Fleet and documented in its Bylaws and shall be retained by the Fleet. Fleet and International Memberships are separate; Fleet Membership does not automatically convey National Association Membership.
    Section 3: Members in good standing may be issued a Membership certificate.
    ARTICLE IV
    FLEET CHARTER
    Section 1: Within one hundred and twenty (120) days of being mailed interim approval by the Board of Directors to form a Fleet, each new Fleet shall provide to the Association Secretary:
    • a. Copies of its Member-approved Constitution and Bylaws,

      b. A complete list of Members' names, addresses, telephone numbers, and their respective Catalina 28 hull number and boat name, and the name, location, and state of the marina where the boat is kept.

      c. Completed International Association Membership applications and Membership dues, or current International Membership identification for at least two Fleet Members.

    Section 2: The Board of Directors shall specify the Fleet number, the geographical reference name, and its territorial boundaries. The Board shall attempt to approve the name, Fleet number and/or boundaries requested in the Application for Catalina 28 Fleet Charter. If granting a Charter to a new Fleet results in revising geographical boundaries for an existing Fleet or Fleets, the Board of Directors will inform affected Fleet(s) and invite comments before granting the Charter.
    Section 3: The Secretary of the International Association shall forward a newly-Chartered Fleet its actual Charter within fifteen (15) days of its Chartering by the Board of Directors. This Charter shall be surrendered in the event of revocation by the Board.
    ARTICLE V
    ELIGIBLE YACHTS
    Section 1: A Catalina 28 yacht is eligible and considered in the Catalina 28 class only if it is a Catalina 28 as designed by Frank Butler and the Catalina Yachts design team, and if it:
    • a. conforms to the measurement rules as certified by a class measurement certificate,

      b. has been properly registered,

      c. is owned by a Member recorded at the time in good standing with the Association.

    ARTICLE VI
    MEASUREMENT AND REGISTRATION CERTIFICATES
    Section 1: The C-28 Association's official "Certificate of Measurement and Registration" as issued by the Chief Measurer shall be binding upon all organizations conducting races for the Catalina 28 Class. A yacht holding a valid certificate signed by the Fleet Measurer or his/her proxies as witnessing the measurements, the Chief Measurer as accepting those measurements, and the Association Secretary as officially registering the certificate under that owner, shall not be subjected to measurement or protest on measurements unless reasonable grounds can be shown to give evidence of subsequent alterations. However, at an Association Championship Regatta, a C-28 yacht is always subject to re measurement by order of Fleet Officers, the Board of Directors, or the Measurement Committee.
    Section 2: Fleet Measurers shall restrict their authority to the actual measurements and recording thereof on the official "Certificate of Measurement and Registration" and to verification of compliance with Class rules and registration. Rulings on changes that affect sailing characteristics or are controversial shall be referred to the Chief Measurer for evaluation and subsequent presentation to the Board of Directors when required. Fleet measures shall not measure their own boats except under the supervision of a disinterested Fleet or Association Officer.
    Section 3: Only yachts bearing a valid "Certificate of Measurement and Registration" shall be eligible to enter any race for the C 28 Class.

    ARTICLE VII
    SPECIFICATIONS AND REGULATIONS FOR RACING

    Section 1: General:
    • a. The Catalina 28 yacht shall be kept basically as designed and built by Frank Butler and the Catalina Yachts, Incorporated design team. Any departure by the manufacturer and/or the owner in the hull configuration, displacement, sail plan, ballast amount or location, or rigging without prior approval of the Catalina 28 Association shall render that boat ineligible to compete as Catalina 28. Changes proposed by the manufacturer shall be referred to the Board of Directors which shall submit its recommendations to the general Membership for a vote within sixty (60) days from the date of receipt for such proposals. The cost of mailings for approval such proposed changes shall be borne by the proposer.

      b. All measurements, equipment, and characteristics of the Catalina 28 yacht shall comply with the details listed and described herein. All other changes made solely for convenience and ease of operation which result in a time advantage must be approved by the Board of Directors, through the Fleet Measurer and Chief Measurers.

      c. The yacht shall be raced in cruising trim and the owners shall recognize the spirit of this requirement. Cruising trim means that the yacht shall have its standard configuration including a galley, table, full water tanks (or comparable weight), head, lifelines, running lights in working order, two 12-volt batteries, diesel engine, full fuel tank, all bunk and cabin seat pads, and all other equipment normally furnished with the yacht, including drawers, covers, and hatches. All removable parts of the hull, cabin, or deck shall be on board during a race.

      d. The yacht shall carry ground tackle and lifesaving equipment conforming to United States Yacht Racing Union Rules #23 and #24, and United States Coast Guard regulations, with a minimum of 200 feet of anchor rode and a #13S Danforth (or equivalent holding power) anchor.

      e. Interior appointment, if other than one of the standard Catalina 28 plans, shall be approved by the Chief Measurer.

      f. Including the skipper, minimum crew shall be two (2) and maximum crew shall be eight (8). Children under the age of twelve (12) shall not be counted.

    Section 2: Hull and Trim:
    • a. Construction of all hulls shall be molded fiberglass in or over an approved mold manufactured by Catalina Yachts, Incorporated, or their successors or assigns.

      b. The hull dimensions shall be 28'6" LOA, 23'10" LWL, and 10'2" Beam. Draft shall be 5'3" with fin keel and 3'10" with wing keel.

      c. Ballast shall be 3200 pounds for fin keel and 3500 pounds for wing keel. No inside ballast shall be allowed except as noted in Article V, Section 1, paragraphs c and e.

    Section 3: Spars and Rigging:
    • a. Rigging shall be essentially as shown on the plans. The Chief Measurer shall have the authority to declare ineligible any yacht which does not conform to the spirit as well as the letter of the rules and specifications.

      b. The mast and boom shall be made of aluminum to the drawings and dimensions shown on the official plans of the Catalina 28.

      c. A whisker pole, when set, shall be connected to the mast. The whisker pole, including fittings, shall not exceed the "J" dimension.

      d. A second head stay shall be allowed if the other stay is configured and carrying a roller furling/reefing headsail.

      e. Adjustable backstays are allowed.

      f. Jib sheet fairleads may be placed as desired, and fairlead tracks may be moved or added to.

      g. Any form of vang on the main boom is allowed.

      h. Banding of the mast is not required for yachts which have the boom fixed to the mast. Moveable boom attachments must be banded to limit the mainsail luff to its "P" dimension.

      i. Banding of the boom shall limit the mainsail foot to its "E" dimension.

      j. The spinnaker pole, when set, shall be attached to the mast. The spinnaker pole, including fittings shall not exceed the "J" dimension.

    Section 4: Sails:
    • a. These rules are intended to minimize the cost of sails and discourage rule-beating sails.

      b. All sails shall be stamped on the tack of the sail with waterproof ink by tile Fleet Measurer with the official stamp issued by the Association Chief Measurer. The Fleet Measurer shall sign and date the sail within the stamped area. Sails not stamped by the official Catalina 28 stamp and signed and dated by the Fleet Measurer shall not be legal for racing. Any yacht using other than stamped sails shall be disqualified.

      c. The sail inventory and specifications stated herein shall be the standard for use in any Association Championship Regatta and in local Fleet competitions. Local Fleets shall retain the right to select any combination of said sails for its local competitions, including restricting headsails to the standard 135% roller furling/reefing jib. The maximum number of certified sails carried during a one-design race shall be seven, with not more than one sail in each category below: All dimensions herein are maximum dimensions.

    • d. Sails shall be of woven Dacron. Transparent sail windows may be installed. The minimum cloth weight for any head sail shall be not less than [TBD) ounces (American) per sailmaker yard. The minimum cloth weight of any spinnaker shall be not less than three-quarters (3/4) ounce (American) per sailmaker yard.

      e. While being measured, sails shall be pulled tight enough to remove wrinkles but not so tight as to put tension on the sails.

      f. Battens shall be used only in the mainsail and shall not exceed four in number.

      g Other than roller furling/reefing jibs, all head sails shall be fitted with sewn foils, or with snaphooks, all of which shall be attached to the forestay.

      h. Cunningham holes and any number of reef points are permitted on both mainsails and headsails.

    Section 5: Handicapping: In order to promote equity among the various combinations of standard designs of the Catalina 28, handicaps shall be applied. The basis for the handicaps is a standard rig, wing keel, two-blade propeller Catalina 28 configuration.

    ARTICLE VIII
    INTERPRETATION OF RULES

    Section 1: Specifications and rules, however complete, cannot anticipate every situation. If a point is not covered herein, or governed by the dictates of common sense, a ruling must be obtained from the Chief Measurer, subject to the approval of the Board of Directors.
    Section 2: In interpreting any point, the Chief Measurer shall consider the intended meaning over a technical rendering that may be derived from the wording, and shall bear in mind the principle of maintaining Catalina 28 yachts as a one-design class.

    ARTICLE IX
    NATIONAL CHAMPIONSHIP REGATTA

    Section 1: The Catalina 28 Association Championship Regatta, when held, shall be sponsored by a Fleet and sailed during the normal sailing season of that Fleet. The exact dates, times, and locations shall be determined by the Board of Directors. Association Championships shall be moved among Fleets volunteering to sponsor the event and, whenever possible, shall not be held consecutively on the same waters.
    Section 2: The Championship shall be determined as the result of at least three races.
    Section 3: Only Catalina 28 Unattached Association or Fleet Regular Members in good standing shall be considered eligible to skipper a crew in the event.
    Section 4: Fleets may sponsor no more than one crew for each five (5) yachts in its Fleet. A six-yacht Fleet could therefore send two crews.
    Section 5: Skippers chosen as Fleet representatives shall be from the top finishers in races sponsored by that Fleet in the calendar year of the Association Regatta. In the absence of such races, a Fleet may otherwise choose skippers to compete.

    ARTICLE X
    CATALINA 28 mainsheet EDITOR

    Section 1: The Association Editor serves as the Association representative to the Catalina and Capri owners magazine, mainsheet, and shall be an advisory (non-voting) Member of the Executive Committee.
    Section 2: The Association Editor shall be appointed by the Board of Directors for a one-year term commencing with the term of the Executive Committee. In the event of multiple volunteers for the position, a brief resume may be requested from each candidate.
    Section 3: The Association Editor shall be the sole Association representative to the mainsheet, and shall review and submit all proposed Catalina 28 articles to the magazine. The Editor shall actively seek and encourage submission of articles of interest to Catalina 28 owners, the Association, and its Fleets.

    ARTICLE XI
    CATALINA 28 TECHNICAL COORDINATOR

    Section 1: The Technical Coordinator serves as the Association technical representative to the Catalina Yachts and coordinates all technical issues. The Technical Coordinator shall be an advisory (non-voting) Member of the Executive Committee.
    Section 2: The Technical Coordinator shall be appointed by the Board of Directors for a one-year ten commencing with the term of the Executive Committee. In the event of multiple volunteers for the position, a brief resume may be requested from each candidate.
    Section 3: The Technical Coordinator shall be responsible for reviewing all technical articles and technical portions of articles for the mainsheet or other newsletters. The Coordinator shall: research, coordinate, and validate technical matters with the Catalina Yachts design team; keep Association historical files of all technical matters, suggestions, information, etc.; make said information available to the Fleets; and actively seek and encourage! submission of technical articles of interest to Catalina 28 owners, the Association, and its Fleets.
